I happened to stumble across a video of the 3rd Edition Rulebook, and I was pleased immensely to learn that the book has a set of army lists within it! I ordered the book for off eBay, and now I have all I need (as far as rules go) to play Warhammer 40,000.

Actually I think GW charging to pay for them online and take 50% off the price is a great idea, I personally think 40$ is too much, especially if you play a few armies, both my armies I play had new codex released only half a year after I bought their 3rd edition ones, I felt a little peeved by that.
